Client Challenge

The City of Perris was evaluating redevelopment of its historic downtown theater site into a modern performing arts venue that could anchor cultural programming and activate the surrounding district. Building on an earlier design and feasibility study by AUX Architecture, the City needed an operational and funding analysis to answer the practical questions that follow any redevelopment vision: what the venue could realistically program, how it would perform financially, who should operate it and how to fund it over the long term.

Approach

Victus Advisors partnered with AUX Architecture and the City of Perris to conduct a comprehensive operational and funding analysis for the proposed venue. The work included a live music and performing arts industry review, benchmarking against seven comparable Southern California community theaters, interviews with regional concert promoters to gauge booking interest, five-year revenue and expense projections, a review of public, private and nonprofit operating model options and a partnership and funding options analysis tied to the project's estimated construction cost range.

Benefits to Client

The analysis gave the City of Perris a grounded view of what a new theater can deliver and what it will take to sustain. Victus projected roughly 145 events and 38,000 attendees in a stabilized year, with operations reaching approximately 87% cost recovery — in line with comparable municipally operated community theaters, which typically operate at a deficit supported by general fund contributions. Promoter feedback pointed to strong regional demand for a flexible, multi-use venue and surfaced design and operational considerations that can be incorporated during development. These findings equipped City leadership to weigh operating model options, capital reserve requirements and funding strategies with a clear-eyed view of the theater's long-term financial profile.
